On May 24, 2013, the Embassy of Japan held an event to enhance mutual understanding between the Government of Timor-Leste and the Japanese private sector to promote economic exchanges between Timor-Leste and Japan. The Embassy had a variety of guests such as President of the National Parliament Guterres, Foreign Minister Guterres, Secretary of State for Industry and Cooperative Pereira, Vice President of the National Parliament (President of the Japan-TL Parliamentary Friendship League) Nacimento, media, and diplomatic corps on this occasion. During the event, The Embassy welcomed a wave of business expansion by a Japanese camera maker to Timor-Leste as saying “Timor-Leste is now on the path to full-fledged development. And, job creation, growth of the private sector, and foreign investment are quite vital. It is very significant to have the Japanese private sector come and directly see Timor-Leste’s full-fledged development by themselves.” Also, a Japanese Overseas Cooperation Volunteer who is volunteering at a local NGO introduced the importance of photo education for youths in Timor-Leste in order to promote photo culture in Japan.

Parliamentary Vice-Minister for Foreign Affairs Minoru Kiuchi visited Timor-leste on April 22 and 23, 2013. This was the first high level visit to Timor-Leste after the new Japanese Government was formed last December. The Parliamentary Vice-Minister paid courtesy calls on President Taur Matan Ruak, Vice Prime Minister La Same de Araujo, and Foreign Minister Jose Luis Guterres to further enhance the bilateral ties. The Parliamentary Vice-Minister described that he would like to promote the cordial relations between the two countries through the President’s official visit to Japan and youth exchange programs in addition to Japan’s support to Timor-Leste’s infrastructure maintenance and human resources development. The Parliamentary Vice-Minister was also warmly greeted by Vice President of the National Parliament Adriano do Nacimento, who has been the President of the TL-Japan Parliamentary Friendship League, to share their views on parliamentary diplomacy, and then visited the Post-CAVR Secretariat and the Dili Institute of Technology, where Japan’s economic and technical cooperation is underway.

A press conference was held with 4 scholarship students at the Embassy on March 27, 2013. The scholarship students consist of 2 F-FDTL cadets for the National Defense Academy of Japan, and 1 UNTL teaching staff and 1 official from the Ministry of Justice who are going to enter Japanese national universities. Vice Education Minister for Higher Education and Science Marcal Ximenes and Secretary of State for Defense Julio Pinto attended the press conference and encouraged the 4 scholarship students to study hard in Japan for a future of Timor-Leste.

On the occasion of the commemoration of the 2nd anniversary of the March 11 Earthquake and Tsunami, a seminar on reconstruction and recovery in Japan and disaster reduction in Timor-Leste was held at the Embassy. From the Government of Timor-Leste, Vice Minister Ximenes for Higher Education and Science and Vice Minister Rigoberto for Social Solidarity attended the seminar. All participants including government officials concerned, university lecturers, university and high school students and civil society members shared the experience of the participants in the Kizuna (Bonds) project as well as deepened their understanding of disaster reduction in Timor-Leste. Prior to the seminar, a high school whose students visited Japan under the Kizuna project held a memorial ceremony in the morning that day and drew up messages on a board to show their sympathy for and solidarity for the people of Japan and presented it to the Embassy in the seminar.

An orientation session for 43 participants in the Kizuna (Bond) program was held by the Embassy on March 1. Four supervisors made presentations on the purpose of program, the schedule, culture of Japan, etc. The participants left Timor-Leste for Japan the following day.

A press conference on Japan’s support for human resources development in Timor-Leste, especially through scholarship programs was held with Vice Education Minister Virgilio Smith at the Embassy. 3 Timorese school teachers will enter university in Japan from this October to learn the Japanese language and the teaching methodology for one and a half years. The number of young Timorese people studying in Japan will increase from 15 at present to 22 after 7 more Timorese including the 3 teachers mentioned above will enter university by the end of next March.

Ambassador Hanada along with H. E. Mr. Paulo Assis Belo, Vice Minister of Education, and H. E. Mr. Virgilio Smith, Secretary of State for Culture conferred certificates of merit and medals upon 8 Timorese children in praise for their distinguished achievements in the Mitsubishi Asian Children’s Enikki Festa 2010 - 2011. Twenty-four Asian countries participated in the Festa and 373 children from Dili, Aileu and Ermera districts joined in the contest from Timor-Leste. Enikki is a characteristic form of diary popular among Japanese schoolchildren in which each entry contains the text and an accompanying picture that depicts the main idea of the text.
