On December 19th, 2022,  Ambassador Kimura attended the handover ceremony of office equipment including IT equipment and furniture to RAEOA Civil Registration and Notary Office, Pante Makassar, Oecusse, Ambeno.
The office equipment and furniture that were handed over to RAEOA Civil Registry Office during the ceremony are expected to help improve the birth registration as well as other civil registration services in RAEOA. Mr. João Borges, National Director of Civil Registry and Notary of the Ministry of Justice, expressed his gratitude for the support by the people and the Government of Japan to Timor-Leste: “Thanks to the people and the Government of Japan for the support provided to us. These equipment will lighten our burden in conducting civil registration for our citizens to obtain birth, marriage, and death certificates.”

The birth registration project was implemented from September 2020 to December 2022 in the Municipality of Lautem, Manatuto, Ermera, Manufahi, Covalima, Bobonaro, and RAEOA. The objective of the project was to ensure  registration and issuance of birth certificates for children 0 to 5 years of age born in rural areas, including those who are born to parents with disabilities who have difficulty in accessing civil registration centers in municipal towns.
For this project, the Government of Japan provided a total of US$2.5 million to the Government of Timor-Leste, administered by UNICEF for child birth registration in Timor-Leste. The project is implemented by Child Fund and the Ministry of Justice of Timor-Leste.
