The Government of Japan and NGO JDRAC Signed a Final Year Grant Contract for “Mechanic and Operator Training for Heavy Vehicle and Construction Machines in Timor-Leste”

On August 24th, 2022, the Government of Japan and Japanese NGO, Japan Demining and Reconstruction Assistance Center (JDRAC), signed a grant contract for the project “Machine and Operator training for Heavy Vehicle and Construction Machines in Timor-Leste.” This project has been ongoing since 2020, and this is the final year of this project. The contract was signed between Mr. Masami KINEFUCHI, Ambassador of Japan to Timor-Leste, and Ms. Yuu YOSHIMORI, Country Representative of JDRAC. With the addition of this funding, the Government of Japan has provided US$ 928,847 in total to this three-year project to be implemented by JDRAC.
The project aims to enhance mechanical and operational skills of heavy machinery vehicles, and since the project started in 2020, JDRAC has trained 19 trainees from Institute of Equipment Management (Instituto de Gestão de Equipamentos: IGE-IP) of the Ministry of Public Works with two Japanese specialists, and five professors from UNTL, the Faculty of Engineering. In the final year of the project, training will be provided to another 20 people. The maintenance techniques and parts management skills that they have learned are to be passed down to approximately 100 IGE employees through their daily work, and will be reflected in their achievements.

The Japan Ground Self-Defense Force (JGSDF) engineering unit was dispatched in 2002 under the United Nations Peacekeeping Operations (PKO) to support rehabilitation operations in Timor- Leste. The Government of Timor-Leste received more than 1000 materials such as heavy equipment, vehicles, and prefabricated houses when JGSDF completed its mission. Since 2004, JDRAC has trained Timorese mechanics and worked with the maintenance department of the Ministry of Public Works to provide maintenance services for the donated equipment.
IGE-IP is in charge of prevention, mitigation and rehabilitation of infrastructure damage caused by natural disaster such as the historic flood that hit Dili in April 2021. Currently, IGE-IP has approximately 180 vehicles, 50 of which were handed over from the JGSDF in 2004. The training provided and to be provided by JDRAC will contribute to IGE-IP’s capacity building for the Institute’s more effective and efficient work in the future.
