・GGP Signing Ceremony “Project for Construction of Public Clinic in Souro Village, Lospalos Administrative Post, Lautem Municipality”
On 21st of December, 2020, the Embassy of Japan in Timor-Leste held a signing ceremony of grant contract of ‘Project for Construction of Public Clinic in Souro Village, Lospalos Administrative Post, Lautem Municipality’ under program GGP. The Government of Japan decided to provide US$90,900 to Haburas Dezemvolve Talento (HADEZTA), a local NGO that implements this project.
H.E. Ms. Odete Maria Freitas Belo, Minister of Health and H.E. Mr. KINEFUCHI Masami, Ambassador of Japan delivered speech at the ceremony.
Ambassador KINEFUCHI congratulated HADEZTA and motivated them by stating “your further efforts on this project is privilege to complete it successfully and benefit local people who really need this clinic”. This project is to build a public clinic called ‘Health Post’ in Souro village, Lospalos, which enable 3,744 people in Souro to receive general medical treatment.

・Japanese Language Course Completion Ceremony at Quesadhip Ruak Center
On Wednesday, December 16, 2020; Quesadhip Ruak Center celebrated the course completion of 35 Timorese students who have been learning Japanese for six months at Casa Cidadania in Colmera.
The completion ceremony was held at Casa Cidadania in Taibessi with the presence of Madam Isabel Ferreira, Founder of Quesadhip Ruak Center; Mr. Miguel Maia Dos Santos, President of Administrative Council of Quesadhip Ruak Center; Madam Yoshie KINEFUCHI, the Spouse of Ambassador of Japan; Ms. Seiko TOYAMA, First Secretary of the Embassy of Japan; Ms. Chihiro NIWA, a Japanese Teacher at Quesadhip Ruak Centre and other guests.
Madam Yoshie KINEFUCHI in her speech congratulated all the students for their great achievement and encouraged them to continue learning about Japan and Japanese culture, so that they can bring the two countries closer and further strengthen existing friendships.

・The First Japanese Singing/Reading Contest in YMCA Timor-Leste
On Saturday, December 12, 2020, the very first Japanese Singing/Reading Contest in Timor-Leste was held at YMCA, Raicotu in Dili with support of Japan Foundation.
The contestants sang "Miraie" and "Hanahasaku", and solo singers sang, "Doraemon", "Tokino nagareni miomakase", "Inori", "Sakura", many other songs and read Japanese sentences written by instructors.
Mr. and Mrs. Masami Kinefuchi, Ambassador of Japan, were invited to the contest. Sister Monika, Yoko Nakamura, a Japanese Teacher from Congregation of the Sacred Heart of Jesus; Ms Chihiro Niwa, a Japanese Teacher from Centro Quesadhip Ruak; Mr. Akiyuki Maezawa and Ms Assuncao Moya Pereira Maria from Embassy of Japan participated as judges of the contests. Seventy students performed Japanese singing and reading which they have practiced for a semester.
We would like to express our congratulation to YMCA for this big success of the first contest. In addition, we are grateful to Mr. Antonio da Silva, Director of YMCA; Sr. Domingos de Jesus Jose, project Director, Ms Antonia Rosa de Jesus Sarmento; and Ms Zeria da Cruz, Japanese teachers in YMCA for their extraordinary works for organizing this innovative event.

・The First National Championship for Karate-do (Junior U-17) 2020
Timor-Leste Karate Federation (FEKATIL) organized the 1st National Championship for Karate-do Junior U-17 to commemorate the Proclamation of Independence Day - November 28, and to select the potential and qualified athletes to participate in the CPLP Games 2022.
Ms Seiko Toyama, the First Secretary opened the games with Mr. Joao Rodrigues, Director General of Sports - State Secretary of Youth and Sport; Mr. Vicente De Carvalho, Vise President of National Olympic Committee; Mr. Afranio Xavier, President of CDTL; and Mr. Filomeno Soares de Araujo, President of FEKATIL.
110 Karate athletes participated in this championship from 13 municipalities. We hope we can see some Timorese Karate athletes competing in International Game in the future.

Ambassador of Japan to Timor-Leste, Mr. KINEFUCHI Masami attended the commemoration of UNESCO World Science Day for Peace and Development organized by Timor-Leste National Commission for UNESCO at EBC 30 of August, Comoro.
In his speech, he mentioned, “He believes elevating the math and science skills in this country will have a tremendous impact to society as a whole and Timor-Leste can leverage these skills to promote economic and social development. Japan will continue supporting Timor-Leste’s efforts for its nation building. I strongly hope that “peace and development” be achieved by strengthening capabilities in science and technology.”

・Opening Ceremony of Sports Week Competition for Disable Inclusion
The National Paralympic Committee of Timor-Leste commemorates National Youth Day on November 12, Proclamation of Independence Day on November 28 and International Disable Day on December 3; by organizing a sports week for disable inclusion from November 25 to December 1, 2020.
The Opening Ceremony for the Sports Week Competition was conducted on Tuesday, November 24, 2020 with the presence of the Secretary of State for Youth and Sports, Mr. Abrao Saldanha; President of National Paralympic Committee, Madam Isabel Ferreira; Representative from the Embassy of Japan, Ms. Seiko TOYAMA; Secretary General of National Olympic Committee, Mr. Laurentino Guterres; President of Timor-Leste Sports Confederation, Mr. Afranio Xavier, and Director of Timor-Leste Disability Association, Mr. Cesario da Silva.
Ten out of twelve federations registered in the National Paralympic Committee of Timor-Leste participate in this competition namely: para athletics, basketball sitting, para table tennis, para tennis, para swimming, para power lifting, para futsal, para badminton, para chess, and volleyball sitting.

・Certificate Handing-over Ceremony of Japanese Language Course Students at Mirai Sato
On Wednesday, November 25, 2020; Deputy Chief of Mission Mr. Shingo HIGASHIMOTO from Embassy of Japan has the honor to send kind message for Certificate Handing-over Ceremony of Japanese language Course Students in Mirai Sato, Suai.
The other distinguished guests were: Interim Secretariat Administrator of Covalima Municipality, Mr. Miguel Armada Cardozo; Director of SEFOPE in Covalima Municipality, Mr. Agusto; Administrator Post of Tilomar, Mr. Jose Fatima Xavier and Suco Chief of Maudemo, Mrs. Maria Fatima.
This time, there are 45 students who accomplished their Japanese Language course and received certificate of accomplishment from the center.
Mr. Higashimoto send his congratulatory letter to cheer them up that he would like to express his sincere appreciation to Mr. Juliao Nunes Jose, for his hard work and prudent steps to bring all to this level of achievement today”. He also believes that 45 strong students could be doing much more than they think of, and you could try to do something to enhance and cement both nations and people at later years to come."

・Inauguration Ceremony of Water Supply System Project in Suro-Craic Village, Ainaro
25 November 2020, Ambassador of Japan to Timor-Leste, Mr. KINEFUCHI Masami participated in the inauguration ceremony of a clean water supply system project in Suro-Craic village, Ainaro Municipality.
The project is funded by the people of Ono City, Fukui Prefecture, Japan and UNICEF Timor-Leste Office and implemented by a local NGO, Haburas Ita Moris (HIM).
In his remarks during the inauguration ceremony of the project, Mr. KINEFUCHI stated, “Citizens of Ono City voluntarily raised fund amounting to US$300,000 for the project of installing clean water supply systems in the remote areas in Timor-Leste, specifically Ainaro and Ermera.”.
Meanwhile, the Vice-Minister of Public Works, Mr. Nicolao Lino Freitas Belo in his remarks stated, “Let’s give our thanks to the people of Japan, specifically to Ono City, UNICEF, and HIM for their contribution. Suro Craic villagers now have clean water system facility close to their houses, and it has shorten the distance for local people to walk for miles to fetch water”.

・Closing Ceremony of Project “Enhancing Women’s Meaningful Participation in Peacebuilding and State building”
On 10 November 2020, Ambassador of Japan to Timor-Leste, Mr. KINEFUCHI Masami attended a closing ceremony of project “Enhancing Women’s Meaningful Participation in Peacebuilding and State building”. The ceremony was attended by; Maria Jose da Fonseca Monteiro de Jesus, Secretary of State for Equality and Inclusion; Representatives from Ministry of Interior and other ministries, and civil society organization.
Since 2016, Japan has worked with UNWOMEN to promote gender equality, women’s leadership and participation in Timor-Leste with the fund of 2.8 million USD. In this project, Government of Timor-Leste and UNWOMEN have implemented a various training as well as workshop, and worked on a creation of laws and strategies related to gender such as “PNTL Gender Strategy”.
During the ceremony, Ambassador Mr. KINEFUCHI mentioned “It is my wish that this Japanese Government’s support adds momentum to the implementation of Timor-Leste’s National Action Plan towards creating a gender-equal society where there is no domestic violence and both men and women can thrive”. We congratulate on Timor-Leste, UN WOMEN, civil societies and other partners for the great achievements they have made with this project.

・Project "Strengthening Science and Mathematics for Primary Education in Timor-Leste"
The first activity of the project “Strengthening Science and Mathematics for Primary Education in Timor-Leste” was inaugurated with the participation of Japanese Ambassador to Timor-Leste, Mr. KINEFUCHI Masami.
On November 6 and 7, 2020, a workshop “Curriculum mapping for science and mathematics” was held in Dili for this project with attendance of government representatives, teachers and other collaborators like UNESCO and KOEI RESEARCH & CONSULTING by visual participation.
This 2.5 million USD project, funded by the Government of Japan and implemented by the UNESCO, will be carried out in 3 years and aims to upgrade elementary science and mathematics education in Timor-Leste by: 1. Produce supplementary materials for teachers and students, and 2. Capacity building of science and mathematics teachers all over the country.

・Launching Ceremony of Mobile Birth Registration
6 November 2020, the Embassy of Japan in Timor-Leste in collaboration with the Ministry of Justice, UNICEF held a launching ceremony of Mobile Birth Registration in Dare.
The ceremony was attended by; Mr. HIGASHIMOTO Shingo Deputy Chief of Mission of the Embassy of Japan; H. E. Dr. Manuel Carceres da Costa, Minister of Justice; H. E. Mr. Jose Edmundo Caetano, Vice-Minister of Justice; Ms. Emmanuelle Collet from UNICEF Timor-Leste, Director-General of Notary and Civil Registration, ChildFund and directors and community.
In the ceremony, Mr. HIGASHIMOTO Shingo highlighted the remarkable contribution of the Government of Japan in the mobile birth registration by saying “With the system, we hope that Birth Registration Management will lead a noticeable and remarkable contribution for the Government of Timor-Leste to deal with primary care services nationwide”. He as well hoped the Mobile Birth Registration will help ensure Timorese families and their babies have access to basic social services such as education, healthcare and work security for their bright future. For this program, the Government of Japan allocates the total funding amount of 2.5 million USD.

・Sending-off Reception for JDS, SDG’s Global Leader, STI and JICA Long-Term Training
On Friday, October 23, 2020; Ambassador of Japan Mr. KINEFUCHI Masami hosted the Sending-off Reception for the Japan Development Scholarship (JDS) fellows, SDGs Global Leader Program participants, Human Resources Development in Science, Technology and Innovation (STI) participant, and JICA Long-Term Training of Knowledge Co-creation Program participant, at his official residence.
Fourteen Timorese will depart to Japan under those four scholarship programs to pursue their master degree course in their respective areas for two years. They are expected to contribute their knowledge and skills to the nation building of the beautiful country, Timor-Leste in the future.

・Dili International Film Festival (DIFF): Japan Night
On October 8, a Japanese Movie “A Tale of Samurai Cooking” was introduced as the piece of Japan Night’s event to celebrate and promote film culture in Timor-Leste. We were happy to work together with Beachside Hotel, Letefoho Cafe, Wabi Sabi restaurant. Finally, we appreciate all the staff in DIFF and former President Jose Ramos-Horta as the patron of DIFF for their initiative of this wonderful project and giving us opportunities to introduce a Japanese movie to Timor-Leste.

・Departure of MEXT Scholarship Research Students 2020
On Saturday, October 3, 2020; two Timorese students who are the recipient of Japanese Government Scholarship Program (MEXT) departed to Japan via Kuala Lumpur, Malaysia with Air Timor chartered flight.
The two students supposed to depart to Japan in March, this year but their trip to Japan has to be postponed due to COVID-19. They will continue their study in post-graduate level at the Yamaguchi University.

・Timor-Leste, Japan, and UNESCO Establish Steering Committee for Project “Strengthening Science and Mathematics
On the 29th September 2020, Ministry of Education, Youth and Sports; Timor-Leste National Commission for UNESCO; the United Nations Educational, Scientific and Culture Organization (UNESCO) and Embassy of Japan in Timor-Leste held the first steering committee meeting for the project “Strengthening Science and Mathematics in Primary Education in Timor-Leste” at the Novo Tourismo Hotel.
“First, it will focus on teachers to deliver good teaching of science and mathematics to pupils”, explained the Minister of Education, Youth and Sports, Mr. Armindo Maia. “We have listed a numerous schools and teachers to do this work to ensure quality of first level certification of science and mathematics”, said Prof. Shabaz Khan, UNESCO Director for ASEAN.
For this project, around 3000 materials to facilitate teachers in their teaching, over 20,000 materials for children, with a total cost of over US$2 million financed by the Government of Japan.

On Saturday, September 26, 2020; Embassy of Japan in Timor-Leste represented by Ms. Seiko TOYAMA, First Secretary of the Embassy attended the Regional Swimming Championship to promote Tokyo Olympic Games 2021 organized by Timor-Leste National Swimming Federation and Timor-Leste National Olympic Committee in Baucau Municipality.
There are 58 participants composed of 15 female and 43 male youths participated in this regional championship.

・Competition of Kids Athletics to Promote Tokyo 2020 Olympic
On Friday, September 4, 2020; Timor-Leste Athletics Federation in cooperation with National Olympic Committee of Timor-Leste organized a competition for Elementary students of Gleno, Ermera Municipality to promote Tokyo 2020 Olympic.
This activity aims to raise awareness of students to love sports and to prepare qualified seeds for future athletes in Timor-Leste.
Tokyo 2020 Olympic is postponed to 2021 due to COVID-19 pandemic, however, Timorese athletes are very enthusiastic in practicing and training for their best performance in Tokyo 2020 Olympic. Mr. Felisberto de Deus in his speech expressed his heartfelt gratitude and proud for being selected to represent Timor-Leste in athletics to compete in Tokyo 2020 Olympic, next year.
Participating in this event, National Director of Sports and High Competition, Mr. Joao Rodrigues, First Secretary of the Embassy of Japan in Timor-Leste, Ms. Seiko Toyama, President of National Olympic Committee of Timor-Leste, Mr. Mateus da Cruz, Secretary General of National Olympic Committee of Timor-Leste, Mr. Laurentino Guterres, President of Timor-Leste Sports Confederation and Timor-Leste Athletics Federation, Mr. Afranio Xavier Amaral, Director of Education Ermera Municipality, President of CCI-TL Ermera Municipality, school principals, and other invitees.
Approximately 500 students from four elementary schools namely EBC Dona Ana Lemos, EBF Tokoluli, EBF Fatuquero, and EBF Urluli participated in this competition.

On Saturday, August 29, 2020; Embassy of Japan in Timor-Leste represented by the First Secretary for Public Relations and Cultural Affairs attended the Opening Ceremony of table tennis and athletics competitions to celebrate the 21st anniversary of Popular Consultation Day organized by National Paralympic Committee of Timor-Leste at PNTL Caicoli, Dili.
There were 26 people with disability and 33 non-disability people registered for table tennis competition. And there are 5 female and 4 male athletes who compete for athletics. The event was officially opened by the Secretary of State for Youth and Sports, H. E. Mr. Abrao Saldanha.
・Sending-off Reception for JDS, SDG’s Global Leader, STI and JICA Long-Term Training
On Friday, October 23, 2020; Ambassador of Japan Mr. KINEFUCHI Masami hosted the Sending-off Reception for the Japan Development Scholarship (JDS) fellows, SDGs Global Leader Program participants, Human Resources Development in Science, Technology and Innovation (STI) participant, and JICA Long-Term Training of Knowledge Co-creation Program participant, at his official residence.
Fourteen Timorese will depart to Japan under those four scholarship programs to pursue their master degree course in their respective areas for two years. They are expected to contribute their knowledge and skills to the nation building of the beautiful country, Timor-Leste in the future.

・Dili International Film Festival (DIFF): Japan Night
On October 8, a Japanese Movie “A Tale of Samurai Cooking” was introduced as the piece of Japan Night’s event to celebrate and promote film culture in Timor-Leste. We were happy to work together with Beachside Hotel, Letefoho Cafe, Wabi Sabi restaurant. Finally, we appreciate all the staff in DIFF and former President Jose Ramos-Horta as the patron of DIFF for their initiative of this wonderful project and giving us opportunities to introduce a Japanese movie to Timor-Leste.

・Departure of MEXT Scholarship Research Students 2020
On Saturday, October 3, 2020; two Timorese students who are the recipient of Japanese Government Scholarship Program (MEXT) departed to Japan via Kuala Lumpur, Malaysia with Air Timor chartered flight.
The two students supposed to depart to Japan in March, this year but their trip to Japan has to be postponed due to COVID-19. They will continue their study in post-graduate level at the Yamaguchi University.

・Timor-Leste, Japan, and UNESCO Establish Steering Committee for Project “Strengthening Science and Mathematics
On the 29th September 2020, Ministry of Education, Youth and Sports; Timor-Leste National Commission for UNESCO; the United Nations Educational, Scientific and Culture Organization (UNESCO) and Embassy of Japan in Timor-Leste held the first steering committee meeting for the project “Strengthening Science and Mathematics in Primary Education in Timor-Leste” at the Novo Tourismo Hotel.
“First, it will focus on teachers to deliver good teaching of science and mathematics to pupils”, explained the Minister of Education, Youth and Sports, Mr. Armindo Maia. “We have listed a numerous schools and teachers to do this work to ensure quality of first level certification of science and mathematics”, said Prof. Shabaz Khan, UNESCO Director for ASEAN.
For this project, around 3000 materials to facilitate teachers in their teaching, over 20,000 materials for children, with a total cost of over US$2 million financed by the Government of Japan.

・Signing Ceremony of MoU for "Nutrition Improvement Project" implemented by Japanese NGO PARCIC
On 27 August, 2020, Ambassador of Japan to Timor-Leste, Mr. KINEFUCHI Masami, together with H.E. Mr. Armindo Maia, Minister of Education, Youth and Sports attended signing ceremony of MoU (Memorandum of Understanding) between Ministry of Education, Youth and Sport and Japanese NGO PARCIC.
With the support from the Government of Japan, PARCIC has been implementing 3-year nutrition improvement project by spreading “furikake (Japanese dried fish flake for rice)”. The signing of MoU enables furikake to be included in school lunch in Dili and Ermera municipality.
During the speech, Ambassador said “Children are the treasure of a nation, and young generation are the ones who will shoulder the future of a nation. In this sense, ensuring good health of children and providing good education to them are extremely important”. In every possible area, Japan is committed to continue supporting the development of Timor-Leste.

On 27th August 2020, Ambassador of Japan to Timor-Leste, H.E. Mr. KINEFUCHI Masami and the Minister for Foreign Affairs and Cooperation, H.E. Dr. Adaljiza Albertina Xavier Reis Magno signed an Exchange of Notes to start another year of the scholarship, the 3rd batch of the Project for Human Resources Development Scholarship (JDS).
The objective of the JDS Project is to support human resource development targeting young government officials from Timor-Leste, who are expected to engage in formulating and implementing social and economic development plans, and also to become leaders in the future, by studying in Japanese universities as JDS fellows.
Japan has been supporting nation building of Timor-Leste for more than 20 years. So far, more than 2,000 people have been invited to participate the training courses in Japan, and among them 95 people have been studying in Japanese universities aiming at obtaining respective academic degrees.

On Wednesday, August 5, 2020, Ambassador of Japan to Timor-Leste Mr. Kinefuchi Masami and Madam visited "Centro Nacional Chega!", historical museum focusing on Human Rights issues during Timorese resistance movement. The Center consists of five exhibition sections: Commission of Acceptance, Truth, and Reconciliation (CAVR); International Community; Human Rights of Life and Peace; Human Rights to Basic Freedom; and 60 years of Universal Declaration of Human Rights. Mr. Hugo Fernandes, the Executive Director of CNC and Mr. Vicente Borges Maia, the Director of Education and Training Division kindly escorted the Ambassador and explained the exhibits in each section. The Government of Japan has been contributing for CNC by building the museum and constructing a conference center of the CNC.

They reaffirmed the importance of the relations between two countries and discussed how to further enhance bilateral cooperation in transport and communication sectors in Timor-Leste.

On 16th June, H.E. Mr. Dionisio da Costa Babo Soares, Minister for Foreign Affairs and Cooperation and Mr. KINEFUCHI Masami, Ambassador of Japan signed attached each signature to the documents. With the funds, Timor-Leste will be able to obtain necessary medical equipment of good quality, including ambulances.
Japan, as a long-time partner, has been since long supporting Timor-Leste for more than 20 years in bringing better lives to Timorese people. This funding for medical equipment to tackle COVID-19 threat is just another step in the cordial relations between the two “Lorosae” nations.
