Signing Ceremony for the 4th batch of the Project for Human Resource Development Scholarship (JDS)

For more than 20 years, Japan has been supporting nation building of Timor-Leste in various aspects such as infrastructure building, diversification of industries and expansion of social services. Human resource development is an area of assistance to which Japan attaches special importance, as human resource is the foundation of development and prosperity of a nation. So far, more than 2,000 people have been invited to participate in academic and training courses in Japan, and among them about 117 have studied in Japanese universities aiming to obtain respective academic degrees.
On December 1, 2021, a signing ceremony for the Project for Human Resources Development Scholarship (JDS) funded by the Government of Japan was held at the Ministry of Foreign Affairs and Cooperation. Ambassador of Japan to Timor-Leste, Mr. Masami KINEFUCHI, and Vice Minister and Minister Interim of Foreign Affairs and Cooperation, H.E. Mr Julião da Silva, signed an Exchange of Notes (E/N) of the Project. A Grant Agreement (G/A) for JDS was also signed between H.E. Mr Julião da Silva and Mr. Ko GOTO, Chief Representative of Japan International Cooperation Agency (JICA) Timor-Leste office.

Ambassador KINEFUCHI said, “ Human Resources development is the key to the nation building. Japan offers many scholarship programs to the people of TL and more than 2000 people have studied in Japan, some short-term, others long-term. This newly created JDS program will provide an opportunity for young officials to prepare them to become invaluable leaders for the future of this nation.”
The objective of the JDS Project is to support human resource development targeting young government to become leaders in the future, and to strengthen partnership between Japan and Timor-Leste. Since JDS project started in 2018 in Timor-Leste, 23 officials have studied or are studying in Japan. Among them, 6 have already completed their master’s degree. Under the Notes signed today, another 8 officials will be selected to pursue their studies from next year in the area of public administration, legal system, health, education, tourism, transportation, and environmental development.
