On June 29, 2012, the Government of Japan held a signing ceremony at the Embassy of Japan for Japan’s Grant Contract with The Asian Foundation. The Government of Japan provided US$59,848 dollars for the “The Project for Support to Democracy including promotion of the participation to elections in Dili” under the Grant Assistance for Grass-roots Human Security Projects (GGP), which is a financial assistance scheme to meet the diverse needs of the people of Timor-Leste. Mr. Juvencio Martins, Director General of External Relations, the Ministry of Foreign Affairs attended the ceremony.
The project aims to support the safety and justice of life in Dili by promoting the grass-roots participation to elections and seminars. Through this project, the Government of Japan supported international election monitoring missions for the parliamentary election which will take place on 7th July.
The project is going to encourage cooperation between the local and the international NGOs for monitoring the election. Through election monitoring based on the training provided by the missions, the project aims to enhance the capacity of the local NGOs for their future activities in the area of democracy. The Asia Foundation and its local NGO partners will also arrange study groups and seminars to the local communities in Timor-Leste in order to promote consolidation of democracy.
The Government of Japan has been supporting national elections in Timor-Leste. In 2005 and 2009, the Government of Japan supported Suco elections through Technical Secretariat for Electoral Administration (STAE) by GGP projects. Furthermore, the Government of Japan provided grant aids to STAE, through UNDP to support Timor-Leste’s national elections in 2007 and 2012. As grand total, the Government of Japan provided US $2.53 million dollars to STAE since 2005.
In the signing ceremony, the Grant Contract was signed between H.E. Mr. Yoshitaka HANADA, Ambassador of Japan to Timor-Leste and Ms. Susan MARX, Deputy Country Representative of The Asia Foundation in Timor-Leste.
