Japan grants USD 9.25 million for the Programme for Urgent Rehabilitation of Flood-damaged Infrastructures.

On 16 August, the Government of Japan has signed an Exchange of Notes with the Government of Timor-Leste on the grant aid to rehabilitate the flood-damaged infrastructures.
The document was signed between the Ambassador of Japan to Timor-Leste, Mr Masami Kinefuchi, and the Minister of Foreign Affairs and Cooperation, H.E. Ms Adalgiza Albertina Xavier Reis Magno. A Grant Agreement (G/A) for the programme was also signed between the Minister of Finance, H.E. Rui A. Gomes and Mr Ko GOTO, Chief Representative of Japan International Cooperation Agency (JICA), Timor-Leste office.
Japan and Timor-Leste celebrate the 20th anniversary of diplomatic relations this year. Japan has been a long-standing partner for the nation-building of Timor-Leste since 1999, and has successfully implemented many grant projects for the improvement of key infrastructure such as roads, ports, bridges and water supply systems in various regions of Timor-Leste.
This grant of one billion JPY (approximately 9.25 million USD) from Japan is used for the rehabilitation of the Comoro River retaining walls, Bemos water treatment plant, and facilities in Buluto (Manatutu and Baucau Municipalities). This program aims to rehabilitate the urgently required rehabilitation of the implementation which was damaged in recent floods. Japan has sent JICA expert team to areas the damages caused by the recent flood and identified these urgently required rehabilitation. The teams also presented a plan to making Dili a safe, resilient and attractive city for the Timorese as well as for visitors from abroad.

Ambassador of Japan to Timor-Leste, Mr Masami Kinefuchi said, “Japan suffered every kind of natural disasters throughout its long history It has been hit by floods, earthquakes, landslides, volcanic eruption, typhoons, etc. almost every year, and has seen its land and cities devastated many times But over more than several thousand years, people in Japan overcame these sufferings, gaining new expertise every time. We accumulated our knowledge and experience over many years and that is why now Japan is very advanced in disaster prevention and mitigation. Japan can utilize its expertise in combatting natural disasters to help Timor-Leste reduce the impact of the natural disasters.”
