Signing Ceremony for the 1st batch(2nd period) of the Project for Human Resource Development Scholarship (JDS)

     For more than 20 years, Japan has been supporting nation building of Timor-Leste in various aspects such as infrastructure building, diversification of industries and expansion of social services. Human resource development is an area of assistance to which Japan attaches special importance, as human resource is the foundation of development and prosperity of a nation. So far, more than 2,000 people have been invited to participate in academic and training courses in Japan, and among them more than 100 have studied in Japanese universities aiming to obtain respective academic degrees. 
     On August 16, 2022, a signing ceremony for the Project for Human Resources Development Scholarship (JDS) funded by the Government of Japan was held at the Ministry of Foreign Affairs and Cooperation. Ambassador of Japan to Timor-Leste, Mr. Masami KINEFUCHI, and Minister of Foreign Affairs and Cooperation, H.E. Ms Adalgiza Albertina Xavier Reis Magno, signed an Exchange of Notes (E/N) of the Project. A Grant Agreement (G/A) for JDS was also signed between H.E. Ms Adalgiza Albertina Xavier Reis Magno and Mr. Ko GOTO, Chief Representative of Japan International Cooperation Agency (JICA) Timor-Leste office.

     Ambassador of Japan to Timor-Leste, Mr. KINEFUCHI said, “I believe this program will be a wonderful opportunity for young Timorese leaders not only to get expertise but also to get connected with the likewise young leaders from other Asian nations studying in Japan and build personal ties with them, which will be a tremendous asset for not only themselves but for this country in the future. This is especially important when you think about the Timor-Leste’s future accession to ASEAN”
     The objective of the JDS Project is to support for young government officials to obtain planning and implementation skilled at the graduate schools in Japanese prominent universities and to become important leaders of this country in the future, and to strengthen partnership between Japan and Timor-Leste. Since JDS project(1st period) started in 2018 in Timor-Leste, 29 officials have studied or are studying in Japan. Among them, 8 have already completed their master’s degree. Under the Notes signed today, another 7 officials will be selected to pursue their studies from next year in the area of public administration, legal system, health, education, tourism, transportation, and environmental development.
