Bilateral Relations between Timor-Leste and Japan

  On July 6, the State Minister for Foreign Affairs of Japan, H.E. Mr. Shunsuke TAKEI, visited Timor-Leste and made courtesy calls on H. E. Dr. José Ramos-Horta, President of Timor-Leste, H. E. Mr. Kay Rala Xanana Gusmão, Prime Minister, H. E. Ms. Maria Fernanda Lay, Speaker of the National Parliament, H. E. Mr. Bendito dos Santos Freitas, Minister of Foreign Affairs and Cooperation, and H. E. Ms. Milena Maria da Costa Rangel, Vice Minister for ASEAN Affairs, and discussed how to further enhance the relationship and cooperation between Timor-Leste and Japan.

H.E. Mr. Fumio KISHIDA, Prime Minister hosted a Japan-Timor-Leste Summit Meeting with H.E. Mr. Kay Rala Xanana Gusmão, Prime Minister, Democratic Republic of Timor-Leste, who visited Japan to participate in the Commemorative Summit for the 50th Year of ASEAN-Japan Friendship and Cooperation.

Ambassador Tetsuya KIMURA participated in the handover ceremony of three new STAE offices in Manatuto municipality. The ceremony represents the handover of STAE’s three new offices in Manatuto, Covalima, and Viqueque municipalities, supported through the UNDP CORE-TL project funded by the Government of Japan.

Ambassador Kimura participated in the ceremony in Baucau Municipality for the handover of new CNE offices. The ceremony represents the handover of CNE’s two new offices in Baucau and Covalima municipalities, supported through the UNDP CORE-TL project funded by the Government of Japan.

Personnel from Japan Ground Self-Defense Force (JGSDF) and the Ministry of Defense of Japan participated in the exercise Harii Hamutuk, a joint exercise with Timor-Leste, Australia, New Zealand and the United States.

Ambassador Kimura attended the handover ceremony of iron and folic acid supplements which is a part of the “Project for Child Nutrition Improvement,” implemented by UNICEF and funded by the people of Japan.

Mr. Kamoshida, Director, Ministry of Foreign Affairs of Japan and his delegation visited Timor-Leste for a policy dialogue on development cooperation and discussed with their counterparts from the Government of Timor-Leste priority areas for coming years.

Ambassador, Tetsuya Kimura, attended the inauguration ceremony for "the Programme for Urgent Rehabilitation of Flood-Damaged Infrastructures." The ceremony was held at Bulto irrigation facility, and was joined by H.E. Mr. Samuel Marçal, Minister of Public Works, H.E. Mr. Marcos da Cruz, Minister of Agriculture and Fisheries, and Dr. Akihiko TANAKA, JICA President.

Mr. Eusébio Salsinha, the Administrator of Ermera Municipality, and Ambassador Kimura attended the Maternal and Child Reproductive Health Awareness Campaign event organized by Frontline, a Japanese NGO, the Ermera Municipality Authority, and the Ermera Municipality Health Department in Gleno.

Ambassador Kimura, visited a farmland in Suco Leimea Leten in Atsabe, Ermera Municipality. CARE International Japan has been carrying out "Atsabe Rural Development Project for Improvement of Agricultural Water Supply System in Ermera Municipality (HAFORSA 2)" to increase horticultural production since 2020.

Ms. Elvina de Sousa Calvalho and Ambassador Kimura, participated in a women farmers public speaking presentations and a horticulture product sales event held by CARE International in Atsabe, Ermera Municipality, in commemoration of the International Day of Rural Women.

Ambassador celebrated the inauguration of the school building at Anapal primary school in Molop village, Bobonaro municipality, with Ms. Odilia Martins, Director General of the Ministry of Education and the students of the school, their parents and teachers.

Ambassador Kimura visited a fire department and a health post in Suai, where two fire engines and an ambulance donated from the people of Japan is being used. He also visited the Mola bridge in Zumalai, constructed with funds from the people of Japan.

Ambassador Kimura congratulated trainees of the Obstetrics and Gynecology (OBGYN) Ultrasound Training who passed the final examination and received their certificates as Level 1 Ultrasound Practitioners supported by the Japanese NGO Frontline.

A signing ceremony for grant contracts for 2 projects were held in the Embassy of Japan in Timor-Leste. H.E. Ms. Dulce de Jesus Soares, the Minister of Education, attended the ceremony.

7 Timorese students and 1 supervisor departed for Japan to participate in "JENESYS ASEAN-Japan High School Students Exchange".

Ambassador Kimura participated in the International Study Session of Shorinji-Kempo together with Minister of Youth, Sport, Art and culture, H.E. Mr. Nélio Isaac Sarmento. 7 experienced Japanese trainers came to Dili to train about 100 athletes. The trainers from Japan donated 30 "Dougi" (uniforms) and 5 protective gears.

The Japanese drumming club "Koryu" from Bali participated in a cultural exchange event between Indonesia, Timor-Leste and Japan held at the Indonesian Cultural Center, and interacted with students from Pope Paul VI High School and Canossa High School.

A send-off reception was held for 12 Timorese who are going to Japan to study under the Japan Grant Aid for Human Resource Development Scholarship (JDS) and JICA long-term training programs.

Ambassador Kimura attended the ceremony hosted by the State Secretariat for Vocational Training and Employment to send off the seven Timorese Trainees who are going to work in Kochi prefecture, one of the most agriculturally advanced prefectures in Japan, under the Technical Intern Trainees Program.

Ms. Yamada, Deputy Head of Mission, visited Kochi Prefecture for a reunion with the Technical Intern Trainees who had departed Timor-Leste for Kochi Prefecture, Japan, on 16 September.

Ambassador Kimura hosted a send-off meeting for the Timorese athlete delegation that was going to participate in the exchange program organized by Ina City (Nagano Prefecture), Japan.

Ambassador Kimura attended the Japan Night held at Timor Plaza, Dili. Many people enjoyed Japanese and local food, products as well as cultural activities.

Timorese delegation, headed by Mr. Francisco Amaral Da Silva, Vice President of Shorinji Kemopo Federation of Timor-Leste, visited Ambassador Kimura after participating in the Shorinji Kempo Sekai Taikai (World Championship) and the training sessions at its headquarters in Japan.
