Japan welcomes the arrival of vaccines to combat the spread of COVID-19
The Embassy of Japan in Timor-Leste would like to express its condolences to those who have lost their loved ones, and its sincere sympathy to everyone affected by the recent floods. The Embassy sincerely hopes that Timor-Leste will overcome this difficulty and accomplish an early recovery. Japan stands ready to consider what it can do to assist such efforts.
It was heartening to see today the arrival of first lot of vaccines with the support of COVAX Facility as scheduled. Japan stands by Timor-Leste as it drives forward the effort to tackle the spread of COVID-19.
The current outbreak of COVID-19 has dramatically changed people’s lives all over the world. Far too many people are facing unprecedented tragedies and tremendous difficulties. We hope the vaccines that arrived today will help save the lives of Timorese people and contain the disease in this country.
As a co-founder of COVAX Facility, Japan is committed to equitable access to vaccines, diagnostics and therapeutics for all countries, and has contributed 200 million USD to this end.
In Timor-Leste, Japan will extend Emergency Grant Aid of approximately 2 million USD in order to assist the vaccine deployment. This assistance will provide cold chain equipment including regional cold-storage facilities and transportation as “Last One Mile Support“ through UNICEF and JICA. This Emergency Grant Aid will help get those vaccine shots to people’s arms in all corners of Timor-Leste.
So far, Japan has provided various assistance for COVID-19 response in Timor-Leste including providing ambulances and medical equipment, setting up handwashing points, and stimulating local economic activities through food baskets. Japan is committed to providing more than 15 million USD of assistance in total for measures against COVID-19.

Launching Ceremony of vaccines to combat the spread of COVID-19
Deputy Head of Mission, Mr. HIRASHIMA Shusaku participated in the Launching Ceremony of COVID-19 vaccines that were delivered to Timor-Leste with the support of COVAX Facility today. As a co-founder of COVAX Facility, Japan is committed to equitable access to vaccines, diagnostics and therapeutics for all countries, and has contributed 200 million USD to this end.
In Timor-Leste, Japan will extend Emergency Grant Aid of approximately 2 million USD in order to assist the vaccine deployment. Emergency Assistance to Timor-Leste in Response to the Flood Disaster [Press Release by Ministry of Foreign Affairs in Japan]
On April 4, Timor-Leste was struck by the greatest natural disaster it has experienced in decades. Ten years ago, Japan experienced the disaster of an unprecedented scale, the Great East Japan Earthquake. At that time, Timor-Leste demonstrated its solidarity and friendship towards Japan through a generous donation of one million US dollars. Now it is our turn to extend our helping hands to our friend.
On April 8, upon the request of the Government of the Democratic Republic of Timor-Leste, the Government of Japan has decided to provide 4800 blankets as emergency relief through the Japan International Cooperation Agency (JICA) to Timor-Leste in response to the damage caused by the flood. We hope this assistance will help ease the suffering of the victims of the flood.
Japan is actively taking part in cooperation and coordination with the donor community and the Government of Timor-Leste in the assistance effort. Japan stands ready to consider what further assistance it can provide to help Timor-Leste recover from the disaster and build a brighter future.

Government of Japan’s support through the Asian Development Bank (ADB) for “Supporting Flood Response and Recovery Project: Cash and Food for Work”
On April 16, 2021, Charge d’ Affaires a.i. of the Embassy of Japan in Timor-Leste, Mr. HIRASHIMA Shusaku attended the signing ceremony of a Government Financing Agreement for the “Supporting Flood Response and Recovery Project: Cash and Food for Work” at the Ministry of Finance in response to the calamity caused by the flood on April 4.
In this project, Japan, through ADB, provides total amount of 1 million USD that will be used to support community recovery efforts by providing food and cash for labours such as removing debris and repairing of basic community infrastructure in more than 50 flood affected Aldeias to replenish losses caused by the natural disaster.

On April 19, Charge d’ Affaires a.i. of the Embassy of Japan in Timor-Leste, Mr. HIRASHIMA Shusaku attended the signing ceremony of "COVID-Resilient Elections in Timor-Leste project "for which 4 million USD was financed by the Government of Japan.
This project is to support the Technical Secretariat for Electoral Administration (STAE) and National Commission of Election (CNE) to carry out COVID-resilient and inclusive elections at both the national and municipal level.
During the ceremony, Mr. HIRASHIMA stated, "With the spread of COVID-19 outbreak, Timor-Leste is facing more challenging situation than ever. However, we believe that its democratic process cannot be stopped by COVID-19.
This project aims to support the implementation of safe elections in all municipalities. With this project, in partnership with UNDP, we build or expand offices for Electoral Management Bodies to meet the needs for COVID-19 infection prevention."

The Government of Japan Handed Over Ambulances and Medical Equipment to combat the spread of COVID-19
On 12 May, 2021, Ambassador of Japan in Timor-Leste handed over ambulances and medical equipment to combat the spread of COVID-19. The equipment handed over with this project, amounting to US$ 4.6 million, includes 38 ambulances and various equipment such as stethoscopes, autoclaves, and bedside monitors, and will be used in all municipalities.
At the ceremony, Ambassador Masami Kinefuchi addressed "As for the battle against COVID-19, I would like to applaud the efforts made by the Government and the people of Timor-Leste to contain this ferocious pandemic. Now is the time for all of us to be patient and continue our efforts in fighting against this virus. Looking back the nation's history, in the fight to restore independence, you all demonstrated a long-time endurance and solidarity. So I believe you can overcome whatever the difficulties you face."

The Government of Japan supports UNDP project for “Hamutuk Serbí Komunidade”
The project for “Hamutuk Serbí Komunidade” was launched on 22 May 2021. A contribution of $ 1 million from the Government of Japan to ADB is being utilized to implement this project.
“I would like to express once again my sincere sympathy to everyone affected by the recent flood. I sincerely hope that this project by ADB and UNDP will help accelerate the recovery and reconstruction of the Timorese people’s lives,” said Ambassador of Japan Mr. Masami Kinefuchi.

Japan Provides Additional Disaster Relief worth 500 thousand USD to Timor-Leste
On 20 May 2021, the Government of Japan has decided to provide additional disaster relief of 500 thousand USD through Japanese NGO "PARCIC"
In this project, material and technical advice for the reconstruction of road and houses affected by the recent flood as well as items to meet basic needs of the local community will be provided. This project is implemented mainly in Ainaro and Manatuto municipality.

On June 1, Ambassador of Japan, Mr. Masami Kinefuchi attended the online signing ceremony between UNDP and International IDEA for the "COVID-Resilient Elections in Timor-Leste project." The Government of Japan has contributed 4 million USD for this project.
The project provides support to the National Commission of Election (CNE) and the Technical Secretariat for Electoral Administration (STAE) to carry out COVID-resilient and inclusive elections at both the national and municipal level.
"Japan has consistently supported the democratic electoral process of Timor-Leste in various ways and means since 1999. Based upon our assistance in cooperation with UNDP for the last 10 years, we are now launching another project with UNDP and IDEA to reinforce the development of democracy in this country that is now facing enormous challenges caused by COVID-19 and recent natural disasters. I strongly hope this project will be another big success," stated Ambassador Kinefuchi.

CVTL (Red Cross of Timor-Leste) is awarded funding from the Empress Shoken Fund in the 100th anniversary year of the fund
The Empress Shoken Fund is celebrating its 100th anniversary in 2021. This fund, the oldest international fund in the world, was originally established by donation from Empress Shoken, and is supported today by donations from the Japanese Imperial family and the Japanese people.
This year, a total of 528,000 USD was distributed to various countries, and CVTL has received 33,338USD (30,000CHF) for the project which aims to promote education on reproductive health among young people in Timor-Leste.
Education on reproductive health is important for young people in order to reduce adolescent pregnancy, abandoned children and mortality of mothers and babies. This project will provide training and raise public awareness on reproductive health particularly in the rural areas.
We hope this project will bring better quality of life for women and children in Timor-Leste.
